Conservation Commission Minutes 3/13/06
CONSERVATION COMMISSION
Town of Monterey, Massachusetts

                                                                        
MEETING DATE: March 13, 2006

Present: David Dempsey, chair, Christopher Blair, Judith Bach, and Timothy Lovett.  Rick Andrus arrived at 6:15.

The meeting convened at 6:00p.m.

6:00 – 6:26pm Flammer – 439 Main Rd, RDA Failed Septic Replacement
Keith from Kelly, Granger & Parsons was the representative for the Flammer septic replacement.  They will be using alternative technologies and a jet bat system and it will be a raised system.  Currently there is a steel drum and a cesspool that has failed Title 5.  The project was approved with an N5 under exemption 10.58 (6C).

6:26 – 7:57pm D’Alessio – Mt Hunger Rd.  Changes to previous SMA NOI and presentation of planting/landscape plans
White Engineering and Okerstrom Lang represented Mr. D’Alessio.  They are presenting a new floor plan from the original SMA NOI submitted.  Their planting has increased enormously and a concrete retaining wall is to be built.  A lot of time was spent on the landscaping and grading and the scope was expanded.  All the drainage heads down gently toward the house.  The board reviewed the plans and the SMA regulations and determined that the project is approved as submitted with conditions to follow.

7:58 – 8:00pm Ahye – 656 Main Rd.  Present changes to driveway
Revised plans with revised drainage were presented by White Engineering.

8:01 – 9:00pm Brenner – 42 Elephant Rock Rd. SMA NOI and WPA NOI New house construction with vertical addition and attached garage
Mark from Foresight Land Services represented plans for the Brenners. A chapter 91 license will be sent in (a copy can be found in the packet), and a filing has been made with the Board of Health.  A DEP file number has not been issued on this yet but receipt of the packet by DEP is in hand.  The board is unable to make a decision on the WPA NOI until a DEP file number has been issued.  Questions were asked regarding the work to be done in the wetlands as well as the work to be done in the scenic mountain area.  Alex Glover, attorney for Michael Salke and Kashkins, she felt that the notice to abutters fell short on time.  Shannon from White Engineering had some questions as a representative for the abutters.  This project is going to need to go before the ZBA for a special permit and this has not been filed as of yet.  The board will need info on the thermal system for the well and the species to be planted.  This meeting will be continued until the April 10th Conservation Commission meeting.

9:02 – 9:11pm Haver – 24 Seven Arts Rd.  RDA Replacement of a 4x8 deck with a 12x18 deck
N3 approval of project with a condition to run a silt fence from the SE corner of the existing living room to the adjacent building to the east.

9:12 – 9:30pm Greenwald/Fried – Point Rd. RDA upgrade of a septic, build 2nd floor addition and porches
The board reviewed the plans submitted by Gail of Berkshire Wetland Services, a representative of the applicants.  This project was approved as submitted as an N3.

For Discussion:
1.      The board approved the minutes from 2.13.06
2.      The board signed the Emergency Order for the Town of Monterey regarding the trees in Rawson Brook on Richard Tryon’s property.
3.      The board signed the Emergency Order for Richard Tryon regarding removal of the trees in Rawson Brook.
4.      The board reviewed their mail.
